Judging from the Google Map, it's not the one that Dia Art will be moving into. But it still appears to be under renovation. I'm guessing the plumb bobs are to help locate the beams under the floor. I've visited the High Line in the past (so prosecute me) but never went inside any of the buildings along it even though the doors were open. They were just too creepy.
